Strategic Engagement Agreement (SEA)

kdc bc strategic engagement agreement final 27 Mar 2012 thumbnailOn March 27, 2012, the Province of British Columbia (BC) signed a Strategic Engagement Agreement (SEA) with the Kaska Dena, followed by a signing ceremony on May 17, 2012, at the legislature in Victoria, BC. The official implementation date of the SEA was June 22, 2012.

The SEA is a reconciliation agreement that established mutually agreed upon procedures for consultation and accommodation and provides the Kaska Dena in British Columbia with capacity funding to engage more efficiently on decision making processes as they relate to lands, waters, and resources. Through the SEA, the establishment of the Natural Resource Council provides opportunities for Kaska Dena to have a strong government-to-government relationship with the Province on shared-decision making in the Kaska Dena Traditional Territory.

The SEA is an agreement that is renewed every three years and as of March 2018 it was renewed for its third term. It was renewed for a two year term and is seen as a bridging agreement for a higher-level reconciliation agreement to be developed between the Province of BC and the Kaska Dena.
